If Baltimore, Cleveland is shooting at you, they got sort of floaty shells and may miss a small, fast target past 10km. But the benefit she does have over Baltimore and Cleveland are her shell flight characteristics, i.e. Other than that, she's big trouble for DDs. The only misgiving I have about her is how very squishy and unwieldy she is.
She is a dang good Radar Cruiser choice, 12km Radar range and 10.4km Stealth Build detection range.

Chapayev. She has a sturdier hull (27mm bow against 381mm or smaller AP) than the other Radar Cruisers this tier. Basically, if you're a DD and spot a Baltimore, it's too late and you're in her Radar range. her Radar is also 30 seconds base action time, compared to Chapayev's 20 seconds for 12km Radar. I was never comfortable with Chappy but I respected her as a Radar Cruiser.įor a Radar Cruiser in Tier VIII, to me nothing beats Baltimore as her 10km radar reaches past her Stealth Build detection range of 9.9km. Personally I respect Baltimore more as a Radar Cruiser but Chapayev has bonafide strengths that some may prefer more. It's real close between Baltimore and Chapayev. For best Radar Cruisers in Tier VIII, I'd rank them as: Baltimore > Chapayev > Cleveland
